What Is Apni Zameen Apna Ghar Scheme?
Apni Zameen Apna Ghar scheme is a free land ownership program launched by CM Punjab Maryam Nawaz under her “Housing for All” vision. It gives a 3 marla plot (75.88 square metres) to deserving families who do not own any property anywhere in Pakistan. The plot is given completely free of cost. The applicant does not pay any processing fee, registration fee, or hidden charges.
This is not a loan program rather the government gives the land to selected families for free. The selection process depends purely on eligibility and the lottery result, not on political connections or personal influence.
The program is managed by the Punjab Housing and Town Planning Agency (PHATA) under the Housing, Urban Development and Public Health Engineering Department (HUD&PHED). This scheme works in partnership with the Apni Chhat Apna Ghar (ACAG), which provides interest-free construction loans so that families who receive a plot can actually build their home on it.
According to government estimates, over 20 million people in Pakistan live without proper shelter. This program is Punjab’s direct response to that crisis. Phase 1 covers 2000 plots distributed across 23 housing schemes in 19 districts. Once Phase 1 is completed successfully, Phase 2 will bring a larger number of plots to more districts across the province.

You cannot apply for a plot in another district. The AZAG portal only allows you to select schemes available in the district listed on your CNIC.

NSER Registration — The One Thing You Must Do First
Before you open the AZAG portal, check your NSER status. Visit your nearest BISP office or check nadra.gov.pk to verify your NSER and PSER status. If your name is not in the NSER and PSER database, go to your nearest BISP Tehsil Office and complete the registration. If your data is outdated, request an update with your current income and family details.
Check your PMT Score before applying. Your PMT score must be 60 or below for AZAG eligibility. A lower PMT score improves your chances in balloting. Your score depends on family size, housing condition, income level, and asset ownership. Honest and accurate NSER data gives you the most accurate score.
How to Apply Online for Apni Zameen Apna Ghar: Step by Step
The entire application process runs online through the official AZAG e-portal. Follow these steps exactly.
Open the official AZAG application portal at azag.punjab.gov.pk on your mobile phone or computer. Check for the eligibility criteria section or an eligibility calculator on the website before proceeding. Confirm you meet every condition before creating your account.
Click on Apply Now on the home page. This will take you to the login page. If you already have an account, log in using your email and password. If not, click Register Now. To register, enter your 13-digit CNIC number, your full name, a working email address, your mobile network, and your phone number. Create a strong password and re-enter it to confirm. Tap Register.
A verification email or an OTP will be sent to your SIM number. Enter the OTP code and after that, log in using your CNIC and password.
After logging in, read the instructions on the screen. Scroll down and click Acknowledge and Proceed. You will see a set of eligibility questions. Answer them honestly. If you do not meet the eligibility conditions, the system will stop you here.
Fill in the general information section: your full name, CNIC, gender, father’s or husband’s name, current address, division, district, and tehsil.
Select your occupation type. Enter your monthly income range. Select your source of income. If you are unemployed, mark that option and proceed to the next page.
Enter the total number of family members, the number of dependents, and the combined monthly family income.
State that you live in a rented house, if that is your situation. Enter the monthly rent amount.
Upload all required documents one by one in the designated sections. Make sure each file is clear and matches the document type listed.
Review the entire form carefully on the final page. Check every detail for accuracy. Sign electronically where required, enter the date, and click Submit. After submission, save your application reference number.
How to Check Apni Zameen Apna Ghar Application Status Online
Go to azag.punjab.gov.pk and log in using your registered email and password. After logging in, click on Dashboard or My Applications from the left menu. Your current application status will appear on the screen.

What Happens After You Submit

Verification Stage
PHATA verifies your application through NADRA for identity confirmation, through PLRA (Punjab Land Records Authority) for property ownership checks, and through cooperative departments if applicable. This means if you or your spouse secretly own any land, the system will find it. Do not apply with false information.
Balloting Stage
The balloting process is the core mechanism through which successful applicants are selected. The scheme uses a transparent computerized balloting system designed to ensure fairness, eliminate favoritism, and provide equal opportunity to all eligible citizens across Punjab.
The Construction Loan
Eligible applicants can also receive an interest-free construction loan of up to Rs. 1.5 million through the companion Apni Chhat Apna Ghar program.
Selected AZAG beneficiaries who qualify can apply for this interest-free construction loan separately through acag.punjab.gov.pk. The monthly installment under ACAG is approximately Rs. 14,000. This is comparable to what many families already pay in rent — but the money builds their own home instead of a landlord’s account.
How to Check Apni Zameen Apna Ghar Balloting Result
The balloting result for Phase 1 applicants is available online. Go to azag.punjab.gov.pk/ballot/result and enter your 13-digit CNIC number without any spaces. Click Submit. The page will show whether your name was selected in the draw or not.
Note that the registration window for Phase 1 has already closed. If you missed Phase 1, keep checking the official portal for Phase 2 announcement dates. The government has confirmed that Phase 2 will open to more districts.
Terms and Conditions After Getting a Plot
Getting selected in the ballot is only the beginning. Once the government allots you a plot, these rules apply strictly.
Districts Covered in Phase 1 of the Apni Zameen Apna Ghar Program
The Apni Zameen Apna Ghar 3 marla scheme in its first phase covers 19 districts of Punjab. If your CNIC address falls under any of these districts, you are eligible to apply for schemes within your own district.
Notice that major cities like Lahore, Rawalpindi, Multan, and Gujranwala are not part of Phase 1. The government plans to expand the program in Phase 2 to cover more districts and a higher number of plots. You can apply only in your own district, based on the address on your CNIC or domicile. Applications to schemes in other districts are not accepted.
Apni Zameen Apna Ghar and Apni Chhat Apna Ghar: What Is the Difference?
The Apni Zameen Apna Ghar scheme provides a free 3 marla plot of land to landless families, while Apni Chhat Apna Ghar scheme provides an interest-free loan of Rs. 15 lakh to families who already own 5 to 10 marla of land but cannot afford to build a house on it. You repay this loan in monthly installments over 5 years, with a 3-month grace period at the start.
If you receive a plot under AZAG, you can then apply for the Apni Chhat Apna Ghar loan to fund the construction on that plot. This combination gives landless families both the land and the money to build, which is the most complete path to home ownership under Punjab’s current welfare programs.
Phase 2 of Apni Zameen Apna Ghar Program: What to Expect
The government has confirmed that Phase 2 of the Apni Zameen Apna Ghar scheme will launch after Phase 1 is completed. Phase 2 is expected to cover more districts, including areas that missed Phase 1 coverage. The number of plots in Phase 2 will be significantly higher than the 2000 plots in Phase 1.
