Chief Minister of Punjab Maryam Nawaz Sharif launched the Apni Chhat Apna Ghar Program — a housing scheme that gives a loan to low-income families to build their own home. This program is very useful because it is without interest. You can build your own home without going to an expensive bank, and without feeling helpless.
This program is currently active across all 36 districts of Punjab. If you own a small piece of land and cannot afford to build on it, this guide is for you.

Quick Overview of Apni Chhat Apna Ghar Program
Apni Chhat Apna Ghar is a special initiative of the Chief Minister of Punjab just like BISP 8171. The scheme aims to provide 100,000 affordable houses and apartments to eligible residents in all areas of the province. It is useful for low-income households who are currently living in rented buildings.
The program was launched in August 2024. It provides interest-free loans of up to Rs. 1.5 million (15 lac rupees) to eligible families across all 36 districts of Punjab. The government covers 60% of the loan amount.
The executive agency of this program is Punjab Housing and Town Planning Agency (PHATA). The administrative department of this program is Housing, Urban Development and Public Health Engineering Department (HUD&PHED).
Eligibility Criteria – Who Can Apply?
Like other government programs, for example BISP, this is also a conditional loan program. You must meet the eligibility criteria to get the loan.
You Must Be the Head of Your Family
According to NADRA records, the applicant must be the head of their family. In NADRA records, if you are not the head of family then update your records at NADRA first before applying.
You Must Be a Permanent Resident of Punjab
The applicant must be a permanent resident of Punjab, according to his NADRA CNIC. Your CNIC address must be within the Punjab Province. If you live in Punjab and your NADRA address is outside of Punjab then update the records at NADRA.
You Must Own a Small Plot of Land
The applicant must be the sole owner and possessor of residential plot land. The land must be 5 Marla or less in urban areas, and up to 10 Marla in rural areas anywhere in Punjab. Shared ownership creates complications, therefore the land must be registered in your name only.
You Must Be Registered in NSER with a PMT Score of 60 or Below
The applicant must be registered with the National Socio-Economic Registry (NSER) in a household having a PMT score of 60 or less. If you are not registered in NSER, visit your nearest BISP Tehsil Office and get registered before applying. Your PMT score reflects your poverty level. The lower the score, the more deserving you are and you will have higher chances of getting the loan.
You Must Have No Criminal Record
The applicant should not have a criminal record such as being convicted for anti-state, anti-social activities, or any heinous crimes. If a false FIR is entered in a police station against your name, you can visit the nearest police station and get it removed.
You Must Not Be a Loan Defaulter
The applicant should not be a loan defaulter of any financial institution or bank. If you have an old unpaid loan at any bank, settle it before applying.
You Must Not Already Own a Constructed House
The applicant should not already own a constructed house in his name. The scheme is for families who genuinely do not have a home, not those who are looking to expand existing property.

How to Apply – Step-by-Step Process
You can apply for the Apni Chhat Apna Ghar Program using three methods: the ACAG Portal, the helpline, or in person.
Apply Online via ACAG Portal
You can apply online through Apni Chhat Apna Ghar portal. Here is step by step guide for the application of this program.
Visit the Portal
Open your phone or computer browser. Go to acag.punjab.gov.pk — this is the only official website. Do not apply on any other website. There are fake websites that steal your information.
Account Creation
Click the “Registration” button at the top right corner of the homepage. You will be taken to a registration form. Enter your CNIC number, mobile number, and email address. Create a password and verify your account.
Details and Information
After creating your account, log in and fill in your complete information. This includes your family details, NSER registration number, land details, and income information. Fill everything accurately because wrong information causes immediate disqualification.
Upload Documents
Upload scanned copies or clear photos of all required documents. Make sure photos are clear and human-readable. Blurry documents are not accepted and can cause delay or rejection for this program.
Review and Submission
Review all the information once before submitting. After submission, you will receive a confirmation SMS on your registered mobile number.
Verification Process
After submission, your application goes through multiple verification stages before approval. NADRA verifies your identity and family status. PLRA verifies your land ownership. A field government officer visits your land to confirm possession.
Selection
After the balloting process, the government releases the names of successful applicants. If your status says “Approved,” you are on the list. The Punjab Government also uploads district-wise lists on the official Information Department website, and beneficiaries may receive an official SMS informing them of selection.
Apply by Phone
If you do not have a smartphone or a stable internet connection, you can apply using your simple phone. You can register by calling the toll-free helpline: 0800-09100. By calling this number, you can obtain complete information about the scheme and apply for registration. A representative will collect the required details from you and complete the registration process on your behalf.
This is a completely free call. You do not pay anything. The representative will ask you questions about your eligibility and guide you through each step.
Apply in Person at a Registration Center
If you are unable to apply online or through the helpline, you may visit the nearest registration center in your city. You will need to provide the required documents and personal details. A government representative will assist you and complete the application form for you.
Bring all original documents when you visit. The government representative does not charge any fee. If anyone asks you for money, refuse and report them.
Loan Details and Payment Plan
This is a government subsidy scheme and you do not have to pay all of the amount back. Here are the details:
Total Loan Amount
The maximum loan under this program is Rs. 1,500,000 (Rs. 15 Lakh). You can also request a lower amount depending on your construction needs. Smaller loans mean smaller installments.
Government Subsidy
If you are selected as a beneficiary, you only need to pay 40% of the total house cost. The government will cover the remaining 60% of the housing cost in the form of a subsidy.
For example, if you get a Rs. 15 lakh loan, the government covers Rs. 9 lakhs. You only repay Rs. 6 lakhs. And that too with zero interest.
Grace Period
The first 3 months after receiving the loan are payment-free. This is called the grace period. This allows families to focus on construction without worrying about repayments immediately.
Monthly Installments
The monthly installment is approximately Rs. 26,000. The repayment period is 5 to 7 years. Some models offer installments as low as Rs. 14,000, depending on the loan amount and tenure chosen.

For example, if you take the full loan of Rs. 15 Lakh over 5 years:
As this loan has zero interest, every single rupee you pay goes directly toward your house. Nothing goes to interest or to bank profits. This is exactly like money working entirely for you and your family.
What if You Miss an Installment?
The Punjab Government understands the financial realities of low-income families, so the policy is supportive rather than harsh. If a family misses installments due to financial difficulty, grace time is normally allowed. However, continuous failure to repay may result in consequences to maintain transparency and discipline in the program.
The government’s approach in this loan scheme is different from banks. It is to help, not to punish. But do not take this as a reason to avoid repayments. Pay regularly because your home depends on it.
Three Execution Models of the Program
Apni Chhat Apna Ghar Program does not work the same way for everyone. It has three models depending on your situation.
Government Land with Developer Partnership Model
In this model, Punjab Housing and Town Planning Agency collaborates with private developers to construct homes. They construct the homes on state land through a land equity arrangement. Private developers will construct approximately 10,000 houses under this model. Developers are responsible for constructing infrastructure, including amenities, utilities, and roads, while following the guidelines of PHATA in terms of design. After construction is complete, the government determines the price of the apartment and provides a suitable installment plan.
This model is mainly for people who do not own land. The government provides the land and developers build the houses.
Private Housing Scheme Partnership Model
This model is designed for medium-sized districts and works within private housing schemes under the Affordable Private Housing Scheme (APHS) Rules 2020. The government collaborates with private housing societies to make affordable homes for eligible families.
Interest-Free Loan for Your Own Land
This is the model most families use and it is the most popular model. This model offers direct interest-free loans to individuals who already own land. It gives them full control over construction according to their needs and budget.
If you own land and need money to build on it, this is the model for you.

You Stop Paying Rent Forever
Right now, millions of Pakistani families pay Rs. 10,000 to Rs. 30,000 every month in rent. That money goes to the landlord. After 20 years, you still have nothing. With this scheme, the same amount goes toward a house that becomes yours after repaying easy monthly installments.
Zero Interest – No Riba
Commercial housing loans usually have high interest rates of 12 to 18%. This scheme offers completely interest-free financing for home construction. The government covers all operational costs and taxes for the families concerned about interest.
Government Pays 60% of Your House
This is not just a loan. The government is paying more than half the cost of your house. You are getting a Rs. 15 lakh house by paying back only Rs. 6 lakh over 5 to 7 years.

Common Problems and Their Solutions

Problem 1 – Application Rejected
Why this happens:
Solution: First, find out the exact reason for rejection from the ACAG portal or helpline. Fix the specific issue, whether it is a NADRA update, NSER registration, or document correction. Then re-apply when the next registration window opens.
Problem 2 – Application Status Not Updating
Why this happens:
Solution: Log in to your account at acag.punjab.gov.pk and check your status. Do not call repeatedly or visit offices unnecessarily. Updates are also sent via SMS or email when your application status changes. If there is no update after 30 days, call 0800-09100.
Problem 3 – Biometric or NADRA Verification Issues
Why this happens:
Solution: Visit your nearest NADRA office. Get your CNIC updated. Correct your family head status. This must be done before re-applying. NADRA updates usually take 2 to 7 working days to reflect in the system.
Problem 5 – You Cannot Apply Online
Solution: Call 0800-09100. This is a free number. A government representative will register you over the phone. You can also visit a nearby PHATA facilitation center. Bring your original documents.
Problem 4 – Someone Is Asking for Money to Help You Apply
This is fraud. The registration process is completely free. Do not pay anyone for assistance. No genuine government representative will ask for money. If someone demands payment, refuse, do not give your CNIC details, and report them to the BISP helpline or 0800-09100 immediately.
Latest Updates for 2026
Joint Family Expansion Loans Now Allowed
As of January 2026, joint families living in one house can now apply for loans to add floors or rooms to existing structures. This is a major update for extended families who need more space but cannot afford construction.
64,000+ Loans Already Issued
Since its launch, the scheme has shown strong progress and financial discipline, with 64,000 or more interest-free loans already issued in the initial phase.
99.9% Recovery Rate
