Overview of Benazir Taleemi Wazaif Program
Benazir Income Support Program uses both conditional and unconditional cash transfer programs to help the low-income families of Pakistan. Benazir Taleemi Wazaif is a conditional cash transfer program under the BISP umbrella. It provides the stipends after every three months to the students of schools and colleges from class 1 to Class 12 (FSc./F.A./ICS). The mother of students should already be a beneficiary of the BISP or Benazir Kafaalat program, for students to be eligible for the Benazir Taleemi Wazaif.
Benazir Taleemi Wazaif shows a bit of gender discrimination, favoring the girls’ students, as it gives a higher stipend to female children. This is because the literacy ratio of girls is less than that of boys; therefore, to promote gender equality, it shows a bias in stipend distribution.
Initially, in 2012, Benazir Taleemi Wazaif operated in only 5 districts of Pakistan. In 2015, this program covered 27 more districts, expanding to a total of 32 districts in Pakistan. In 2019, its name was changed to Ehsaas Taleemi Wazaif, and it operated under the Ehsaas Program Umbrella. In 2020, the government expanded the program in all districts of Pakistan. In 2022, the Government again changed the name to Benazir Taleemi Wazaif Program.

How BISP manages Benazir Taleemi Wazaif
This is how BISP collects data, creates awareness, registers the students, and checks for admission and attendance compliance.
How BISP Collects data
BISP collects micro supply capacity assessment (MSCA) data. It checks school capacity before enrolment. This includes seats, infrastructure, accessibility, and catchment area. It covers both public and private schools.
How BISP spread awareness
The purpose of social mobilization is to help BISP beneficiary families understand why education is important. BISP field teams go to different areas and guide families to enroll their children in schools. They also talk to families whose children are non-compliant to understand the issue and encourage better attendance. BISP Tehsil offices carry out mobilization activities during school closures, after assignments, and during
How BISP enrolls the students
After completing the SCA, BISP starts the full registration process for all eligible beneficiaries. The program invites potential Taleemi Wazaif families through local communication and a Public Information Campaign (PIC) or media campaign. Families are asked to visit nearby registration centers or tehsil offices. When a family completes the registration process successfully, it and its eligible children become part of the program.
How BISP Checks Admission and Attendance Compliance
BISP checks if children meet these conditions to make sure families receive cash benefits. If families do not comply, BISP stops the cash transfer.
The main objectives of admission and attendance compliance are:
- Suspend children who fail attendance rules for three consecutive compliance quarters.
- Identify children who meet admission and attendance rules and give them cash support.
- Detect non-compliant children, raise alerts, and apply non-compliance rules.
Complaints Management
Complaint management is an important part of the program. Beneficiaries submit different types of complaints through field offices. Quick handling of these complaints improves program performance and builds trust in BISP. BISP Tehsil offices manage and resolve all complaints
