Who Can Apply for the CM Punjab Parwaz Card

The Parwaz Card portal has two tracks, and there are two types of people who can apply for this program.

TRACK 1 — I HAVE A JOB OFFER

You already have a job offer letter from an international employer. You can apply directly for the interest-free loan. Your job offer must be verified and the salary should be below SAR 5,000 per month. This salary cap exists because the program targets workers who need financial help, not high earners.

TRACK 2 — NO JOB OFFER YET

You do not have a job offer yet. You can still register on the portal as a Job Seeker. Once you get a verified overseas job offer through a licensed OEP, you can then move forward with the loan application. You do not have to start from scratch. Eligibility Conditions

  • Age: You must be between 18 and 45 years old.
  • Residency: You must be a permanent resident of Punjab.
  • CNIC: A valid, non-expired Computerized National Identity Card is required.
  • Job Offer: If you already have a verified job offer from an authorized overseas employer, you can apply directly for the loan. If you do not have a job offer yet, you can still register on the portal as a Job Seeker and apply for the loan once you secure employment.
  • Job Salary: The offered salary for your job must be less than SAR 5,000 per month.
  • Loan Status: You must not be a defaulter on any previous government loan.
  • Co-borrower: A co-borrower is mandatory when you apply for the loan.
  • Mobile Number: Your mobile number must be registered in your own name.
  • Skills and Training: Graduates of TEVTA (Technical Education and Vocational Training Authority) and PVTC (Punjab Vocational Training Council) programs are specifically recognized under this scheme. Having a certificate from these institutions strengthens your application.

How the Loan Is Disbursed

The maximum loan amount is Rs. 3,000,000 but it is not handed over as a lump sum in cash.

Cash Upfront

Once your application is approved, you visit the designated Bank of Punjab branch. At that point, you receive 20% of the total loan amount in cash. This covers immediate small expenses like your medical tests or initial documentation.

80%

Via Card and Direct Transfers

The remaining 80% gets released through card-based payments or POS system and direct transfers to approved service providers. This means the money goes directly to pay for your visa, air ticket, and OEP charges. You upload payment receipts on the portal after each payment.

This system exists to make sure the money gets used for its actual purpose, not something else.

How Long Does the Process Take?

After you submit your application, PSDF takes around 7 to 10 working days to review and process it under normal conditions. The processing time can increase during high-volume periods, especially right after registration windows open.

  • Medical Examination Costs — health tests required before departure, which most countries mandate for work visa applicants.
  • Protectorate of Emigrants Fees — charges paid to the Overseas Employment Corporation or any other authorized protectorate office under Pakistan’s emigration laws.
  • Skill and trade testing charges.
  • Overseas Employment Promoter (OEP) fees.

The scheme does not cover personal expenses, advance accommodation payments, or anything other than these defined categories.

What Is an OEP and Why Does It Matter?

OEP stands for Overseas Employment Promoter. These are registered agents licensed by the Bureau of Emigration and Overseas Employment (BEOE). Only BEOE-licensed OEPs can register on the Parwaz Card portal.
